The Decree issued by the Italian Ministry of Agriculture and Forestry on 26/2/2002, concerns the 'Determination of the average amount of petrol products consumed by machinery for agriculture, horticulture, animal and fish breeding, silviculture and greenhouse cultivation in order to apply reduced quotas or exemptions on excise duty'. It prescribes (in Article 1, Paragraph 6) that - in order to calculate the amounts consumed as described in Paragraphs 4 and 5 - the autonomous regions and provinces should make reference to the consumption handbook that will be prepared by the national body for the mechanisation of agriculture in collaboration with the autonomous regions and provinces on behalf of the Ministry of Agriculture and Forestry. In relation to the increases described in Article 2 and any allowances resulting from particular situations not covered by said article, the autonomous regions and provinces may contact the major professional agricultural and agromechanical organisations.
The Agreement struck between the Government and the Autonomous Regions and Provinces of Trento and Bolzano on the register for agricultural machinery, and about the statistics on agricultural machinery and on fuels and concessionary agricultural fuels approved at the sitting on 27/2/2003, sanctions (amongst other things) the need for accurate statistics on the amount of fuel and concessionary agricultural fuels being used in order to verify the balance between savings produced for the Treasury from the reduction in consumption of fuel and concessionary agricultural fuels and the funds received by the execution in 2002 of the VAT one-off payment regime for agriculture - a balancing operation required by Article 9, Paragraph 9 of Law No. 448 of 28th December 2001 (Financial Law 2003). The Agreement states that, during the period of preparation of the handbook indicated by ENAMA in the dedicated study financed by MIPAF, it is necessary for the data sent by the Regional Administrations to be analysed.
