OECD (Organisation for Economic Co-operation and Development) approval of farm and forestry tractors is based on a regulatory framework (OECD Codes) that prescribes specific tests and provides useful criteria for evaluating the performance of tractors and associated protective structures.
Indeed, Articles 1 (abrogated and substituted by Article 2) and 2 of the OECD Code prescribe tests to be conducted on the main power take-off unit, the hydraulic lift, the pump and the traction system, etc.
Articles 3 and 4 prescribe tests on the protection structures mounted to the front and rear of farm and forestry tractors, using dynamic and static methods, respectively.
Article 5 concerns the level of noise measured in the driver's seat.
Articles 6 and 7 deal with tests on the protection structures mounted to the front and rear of fixed gauge farm and forestry tractors. Article 8 focuses on tests on the protection structures mounted to the front and rear of tracked farmand forestry tractors. Article 9 concerns the testing of protection structures mounted on telescopic loaders.
Article 1 has been abrogated and substituted by a new Article 2. Until 21/4/2006, the manufacturer is, however, permitted to request approvals in relation to Articles 1 and 2. After that date, reference may be made exclusively to the new Article 2. These Articles concern testing of the power take-off unit.
With Ministerial Decree 19.12.2000, No. 10499, the Italian Ministry of Agriculture and Forestry delegated to ENAMA the responsibility of co-ordinating national certification activities. These activities are particularly important in that they allow for the collection of accurate data on the real performance provided by prime movers.
